You need to use RelatedToQuerySearchParameter in this case. https://developers.google.com/adwords/api/docs/reference/v201309/TargetingIdeaService.RelatedToQuerySearchParameter SearchVolume parameter is for limiting list of ideas by volume, it is not applicable here. -Danial, AdWords API Team.
