In short, you need to grant authorization by using the user who has the access to the AdWords account (or the managing MCC account). If you want to make calls against test accounts - you should grant authorization with the test MCC user. If you already have a test MCC account - you can create a test AdWords account from the test MCC account. You can use the test AdWords account's CID as the client customer ID field.
