Hi Charles, You can do this with Platform criteria. The Device targeting section<https://developers.google.com/adwords/api/docs/appendix/targetingtypes#device_types>of the Ad Management guide describes how to achieve this, but a few points that may help are:
- The criteria ID for Desktop is 30000<https://developers.google.com/adwords/api/docs/appendix/platforms> - The Platform criteria can be added to your campaign using the CampaignCriterionService<https://developers.google.com/adwords/api/docs/reference/v201309/CampaignCriterionService> The library examples do not contain a Platform target example specifically, but the AddCampaignTargetingCriteria<https://code.google.com/p/google-api-adwords-php/source/browse/examples/AdWords/v201309/Targeting/AddCampaignTargetingCriteria.php>illustrates how to add criteria to a Campaign.
