Hi Subrata, You developer token represents your company (as developer) and your application within Google regardless how many users/accounts your application manages, therefore you shouldn't be using multiple developer tokens and your clients should not be leasing tokens to your application. I will also recommend you reading about our required minimum functionality requirements (RMF<https://developers.google.com/adwords/api/docs/requirements> ).
