Hi Shuhan, Creation of rule based remarketing lists are not yet supported in the API.
The AdGroupCriterionService.Webpage<https://developers.google.com/adwords/api/docs/reference/v201309/AdGroupCriterionService.Webpage> is used for targeting of keyword-less Ads a.k.a Dynamic Search Ads.
