I got your point.

So does this 
example<https://code.google.com/p/google-api-ads-java/source/browse/examples/adwords_axis/src/main/java/adwords/axis/v201302/basicoperations/AddKeywords.java>work
 for you? (If you are using other languages, there are similar examples 
in examples for other client libraries)
That example sets the non default CpcBid when adding a keyword. 

If it doesn't work, can you please post the soap logs (request and 
response)?
(Please redact the sensitive info, such as auth token, developer token)
