Hi, You don't need to set a Campaign as PLA in order to use PLA Ads. You can just add ProductAds<https://developers.google.com/adwords/api/docs/reference/v201302/AdGroupAdService.ProductAd> to it. But keep in mind you need to link the account with your Google Merchant Center through the UI first.
