You can't - enhanced campaigns always run on all platforms by default. What you can do however is mark all your ads in this campaign as "mobile preferred". Furthermore I guess you could make a mobile bid adjustment of +300% and set the normal bid to a quarter of the intended bid. (But maybe this is too much work already and the "mobile preferred" setting is enough).
