Hi Dimce, Unfortunately, beginning with v201209, the API only supports exact match queries to the TargetingIdeaService. V201206 is the only version of the API that supports broad and phrase match queries, but you shouldn't use it as it has been deprecated and will be sunset on the 25th of March 2013<https://developers.google.com/adwords/api/docs/sunset-dates> .
The match type options of keywords passed to the ExcludedKeywordSearchParameter are unrelated to the match types in the web UI. The ExcludedKeywordSearchParameter provides a way to control which keyword suggestions are excluded that's a bit more flexible that the filters available via the web UI.
