Hi, You can use ManagedCustomerService<https://developers.google.com/adwords/api/docs/reference/v201302/ManagedCustomerService> to pull the cids. Also you can refer this example<https://code.google.com/p/google-api-ads-java/source/browse/examples/adwords_axis/src/main/java/adwords/axis/v201302/accountmanagement/GetAccountHierarchy.java> how you get the account hierarchy.
