I can just tell my thoughts about this. Google protecting his services from clients who uses only data and do not "brings money for them". I think that this is normal and do not to be discussed.
But they changed their Rate sheet policy not far ago. As for me this means that they have strong enough engine to recognize "bad clients". If the will detect abnormal API usage (in terms of T&C or RMF), they can pause your key and ask to give access for tool UI, to get understanding what it does & how it works. If you will not give them access, or review team will find any problems - your subscription will be closed. Regards, Evgeniy.
