Hello Sinisa,

That is correct we provide only one token per company. You do not need an 
approved token to access test account though.

If you send a request against the test account (with it's clientCustomerId) 
in the header, it should succeed regardless of the token status. Note, 
MCC-level services such as ManagedCustomerService need an approved token.

In case you still receive the error, check you have billing information set 
up for the MCC account. If it is in, let us know your test account and MCC 
account CIDs to check.
