The API returns the status of the object itself but not the 'derived' status based on object's parent. For this particular issue I recommend checking the account status with AlertService which warns about many potential issues: https://developers.google.com/adwords/api/docs/reference/latest/AlertService.Alert -Danial, AdWords API Team.
