You can do that with BudgetOrderService.GetBudgets() Unfortunately, at least when you're using v201206, calling BudgetOrderService.GetBudgets always gives an error, since it does not support the current budgets - see https://groups.google.com/forum/?fromgroups=#!searchin/adwords-api/zweitze/adwords-api/2Hec3jLhXGE/dwsvpeRBOTQJ
