Hi, I'm not 100% sure of what you are looking for, but you can always check the userList size<https://developers.google.com/adwords/api/docs/reference/latest/UserListService.UserList#size>and figure out if you want to target it or not. If you want some sort of combination of Ads based on the size of the list, lets say show this ad if the userList size < 1000, then you can create a separate ad group that has the ads (banners) you want to show and then dynamically check the user lists size and target them in the ad group if the fulfill you condition of size < 1000.
