Hi Chris, The account should still be in the AdWords interface, and you can just make a call to the API to see if it's working. I know that people I've been working for didn't actually receive an email stating that their test account was active, but I was able to use it with the API while other accounts in the same MCC couldn't be accessed with their pending token.
