After some additional troubleshooting, it looks like the issue occurs when the campaign add request also contains an add request for a deleted campaign. I'm using bulk mutate, so I get an error back for each campaign, but the CANNOT_MODIFY_CONTENT_CONTEXTUAL error is confusing because it only happens when the deleted campaign is in the request.
For now I can just try to avoid uploading campaigns with the same name as deleted campaigns, but it's strange that this error is happening at all. It may also be a sandbox only issue. Also, everything is v201209.
