Budget is not, but BudgetId is, see: https://developers.google.com/adwords/api/docs/appendix/selectorfields#v201209-CampaignService Starting from v201209 you will need to use the new BudgetService to update budgets: https://developers.google.com/adwords/api/docs/reference/latest/BudgetService -Danial, AdWords API Team.
