Hi All, 
I tested  CampaignTargetService and CampaignCriteriaService for 
bidMultiplier, and values were returned only from CampaignTargetService for 
bidMultiplier but  CampaignCriteriaService returned 0 for bidModifier .
Can someone explain why this is happening  ?
