The <v20:adExtension> element should probably have a xsi:type="SitelinksExtension" tag in it: <v20:adExtension xsi:type="SitelinksExtension"> This tells the server to start processing the AdExtension as a SiteLinksExtension. You'll also need to add the v20 prefix to the displayText and destinationUrl tags in the siteLink.
