Hi Jim, ReadTimeBiddingSetting is meant for AdxBuyer API, and cannot be used for AdWords campaigns. TargetRestrictSetting corresponds to Flexible reach for Display networks. See http://support.google.com/adwords/bin/answer.py?hl=en&ctx=tltp&answer=2575708 for details.
