We consider the 'old' library to be stable and the 'new' to be a future one. The latter will eventually replace the former but we do not plan it very soon. We encourage to use our new library but in case you already have a codebase with the stable one you may want to keep using it. Please note there are already features available for the new library only and over time the number of such features will grow. -Danial, AdWords API Team.
