Keywords are AdGroupCriterion which means they are unique to the AdGroup they were created. Whenever you perform a mutate() on the AdGroupCriterion (keyword) you must specify the scoping AdGroupId. I can only assume it's this way because if each AdGroup would create a unique Keyword ID then that ID could go pass the bounds of an unsigned 64-bit int.
