Can, The QPS limit is enforced in the back end of the system and is not library specific. The limit is also subject to change at any time to ensure quality of service for all API users. I would not think of this as a performance issue, think of it as a fact of life. Unfortunately the only things performance wise that can be done to handle it are to use the BulkMutateJobService when possible for setting things and use reporting to retrieve large quantities of data in bulk. This limits the number of API calls required to manage large numbers of accounts. This rate limit is on number of API calls, so by limiting the number of calls, you prevent yourself from exceeding the rate limit.
