I meant filtering programmatically through the API (I'm using the Java API). In the campaign service the eligibility property is only selectable, not filterable<http://code.google.com/apis/adwords/docs/appendix/selectorfields.html#v201109-CampaignService> . Sorry if I was unclear. Thanks
