Hi, If I remember correctly, versioned urls for report downloads were introduced around v201008, so it isn't a recent change. If you migrated from v13 reports in a much older version of the new reports (v201008 or before), you might have copy-pasted the old url which didn't have version as part of the report url.
I understand that we had issues with reports in the past, and we are working to improve things. If you are a developer who feel that there is an issue with the API, feel free to express your opinion on the forum (or if you don't want to post publicly, feel free to drop me a mail at anash.p.oom...@google.com).
