Hi,
  The API should return any campaigns belonging to the account specified by 
clientId, clientCustomerId.  I suggest changing the key to clientCustomerId 
to rule that out as a cause.  Please log into the adwords UI (assuming 
useSandbox=false for your last run) to doublecheck there are campaigns to 
retrieve.

You will see whether you qualify for free units when logging into your MCC 
account and going to the AdWords API Center page there - it will list a 
number of free units if you've been granted them.  See here for more info:
