We saw an instance on the 28th where we only passed REMOVE operators to the
AdGroupCriterionService for a Keyword Criterion, and the criterion were
removed, but also re-added / mutated because the destination urls were
different;
I did not think this was the expected behavior, especially since we're only
creating REMOVE operations. I do not have the raw soap xml, but the
requestIds are listed below
