Hi, This is the language id. The code is just like the way you create an id - you have to fill the campaignId of the CampaignCriterion, and the language code in the CampaignCriterion.criterion.id. See http://code.google.com/p/google-api-adwords-php/source/browse/trunk/examples/v201109/Targeting/AddCampaignTargetingCriteria.php#71 for details.
Note that for removing, you don't have to create a new Language object - just a Criterion object would be enough for CampaignCriterion.criiteria field. Cheers, Anash P.
