Hi Nakul,
  Are you providing the includeMoneyInMicros HTTP header when downloading 
reports? (
http://code.google.com/apis/adwords/docs/guides/reporting.html#adhoc)  By 
default "dollar" values will be returned, by passing this header with a 
true value, it will change it to micros, which will result in the 
difference you are seeing.
