Hi Luis.
This constant is used to point library which version of API should be
used by default to connect.
So you can use just:
$targetingIdeaService = $user->GetService('TargetingIdeaService');
Instead of:
$targetingIdeaService = $user->GetService('TargetingIdeaService',
'v201109');
