Hi MT, You are correct that it's currently not possible to obtain the Customer ID for an unlinked account, since as you mentioned neither the ServicedAccountService nor InfoService provide that information. Currently the only workaround is to ask the customer to also provide their customer ID when using your software, as it's visible to them in the AdWords web interface. We are investigating other solutions for obtaining this data.
