Hi Joseph, Short answer: no. At the very least it would be two separate API calls (one to the AdGroupCriterionService for the maxCpc change) and a second to the AdGroupAdService to create the ad. Furthermore, the only way to accomplish a specific keyword for a specific ad is to put that keyword and ad in a single adgroup as the only keyword/ad, which defeats the purpose of setting a maxCpc on the keyword. The API does not support the use case as described.
