This is how I understand the issue: You must set a destination URL for an ad, and you may set a destination URL for a keyword. When a destination URL for a keyword is set, that URL will be the destination URL for all ads. When a destination URL is not set for a keyword, the destination URL of the respective ad will be used. On top of that, you can change the destination URL for a keyword. You cannot change the destination URL for an ad, you can only remove an ad and create a similar one with the new URL. In other words, the destination URL of a keyword can change over time.
In the end you have three properties: The creative destination URL, which is the destination URL set for the ad; The keyword destination URL, which is the (current) destination URL set for the keyword; The effective destination URL, which is the destination URL where customers were sent to. In v13 you can find all three properties in the creative performance reports, in columns creativedesturl, kwdesturl and destinationurl, respectively. Other reports have some of those properties, but never all. In v201101 you find the fields in different reports, respectively ad performance, keyword performance, and URL performance. Not one single report has them all. BTW, the migration suggestion (effective destination is the same as the destination of the ad) is -in my opinion- wrong. Hope this helps.
