Hi Daniel, It is a good practice to build error handling into your code; AdWords API allows you to submit an exemption request if an ad has an exemptable policy violation. See http://code.google.com/p/google-api-adwords-php/source/browse/trunk/examples/v201101/HandlePolicyViolationError.php for details on how to handle policy violations.
As for wavering policy checks on an entire account, I don't think that's possible, but since this is an AdWords related question, you might want to ask on the AdWords forum (http://www.google.com/support/forum/p/AdWords) or your Google Account manager if you have one.
