We have a client that has 3500+ keywords for an adgroup, which puts them over the limit according to http://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=40907 Occasionally when they are trying to update the keywords they get an error, however this is inconsistent. I have also been unable to repro this on our production or sandbox accounts (updates/adds work fine with the same keywords/ads). Is this limit "flexible" and if so can you force it in the sandbox? or am I just chasing my tail here.
