In v201101, I'm successfully doing a ReportDefinitionService.get().getentries() which is returning an array of ReportDefinitions. In v13, I could call getReportDownloadUrl() on one of those to get the ReportDownloadUrl but I'm not seeing anything like that on ReportDefinitions.
