Obviously there is some upper limit because TargetError.Reason contains value TOO_MANY_TARGETED_LOCATIONS<http://code.google.com/apis/adwords/docs/reference/latest/CampaignTargetService.TargetError.Reason.html#TOO_MANY_TARGETED_LOCATIONS>but that limit is not publicly documented in AdWords API.
In this AdWords help page How do I add a list of locations to target?<http://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=114824>it says that up to 100 locations can be added. This could also probably be AdWords API limit.
