Hi,
  When you tell the API to set as included parameters the same text you are 
using as a seed keyword, you will only see results that contain the seed 
keyword.  In the API only, the core engineers decided to remove the seed 
keyword from the results as this information was more appropriately returned 
in a STATS request.

In the two examples you provided, there are no other suggested keywords 
aside from your seed keyword, therefore the API returns back zero results.

When using the UI to double check, make sure you also add your text to the 
Include Terms input box on the left, which mimics the included parameters 
you are using in the API request.
