Thanks David, Basically as I understand your post, the "X.X" can be expected for all bids explicitly set by something external to Google, the "auto: X.X" is returned if a Google automated bid system is used to manage bids and has already generated bid data, then just "auto" is returned for Google managed bids that have not actually been set yet.
This makes more sense now.
