You basically want to construct a LogicalUserList as follows:

        <operand xsi:type="LogicalUserList">
          <name>My complex list2</name>
          <description></description>
          <membershipLifeSpan>365</membershipLifeSpan>
          <rules>
            <operator>ANY</operator>
            <ruleOperands>
              <UserList xsi:type="RemarketingUserList">
                <id>A</id>
              </UserList>
            </ruleOperands>
            <ruleOperands>
              <UserList xsi:type="RemarketingUserList">
                <id>B</id>
              </UserList>
            </ruleOperands>
          </rules>
          <rules>
            <operator>ANY</operator>
            <ruleOperands>
              <UserList xsi:type="RemarketingUserList">
                <id>C</id>
              </UserList>
            </ruleOperands>
            <ruleOperands>
              <UserList xsi:type="RemarketingUserList">
                <id>D</id>
              </UserList>
            </ruleOperands>
          </rules>
        </operand>
