Hi. Based on http://code.google.com/intl/ru-RU/apis/adwords/docs/ratesheet.html the cheapest way for you will be using TargetingIdeaService.
For 50 keywords it will cost: 5 units for creating report + (0.1 * 50) = 10 API Units. Or 0.01 * US $0.25 But you should know that TargetingIdeaService doesn't return all data that you may need.
