I think you misunderstood my point. 

We have a principle Adwords Account with Developer API token. Our software 
will use this API Token + username/password to gain access to the client 
accounts linked to us through *API Access only* slot.

We also have many agency clients, who are MCC themselves. For each account 
they manage, *API and UI access *slot will be taken.

At the same time, these accounts are using 3rd party bid management tool, 
which take away *API access only *slot.

So, I was asking, since our potential clients have already used up both the 
Access slots, how do we gain API access to these client accounts?

>From my understanding, your suggestion is that we create a new email 
address, e.g: *second_em...@domain.com. *And then the client (Customer ID: 
123-456-7890) invites *second_em...@domain.com* to be administrator / normal 
user in their account. 

However, *second_em...@domain.com *still does not have any linkage to Our 
Principle account, and it does not have any API Token, hence we still cannot 
access the client accounts via API.

Please correct me if I interpret your solution wrongly, and hopefully then 
you can provide me a more detailed steps to solve our problem.
