I have a batch job that runs every couple hours to exclude a bunch of sites 
from our AdWords campaigns.  Normally the only problems I run into with this 
job is that my auth token expires after a while, and I just have to restart 
the job.

This morning, at 11:30 Eastern time, I got a different error: 
QuotaCheckError.ACCOUNT_INACCESSIBLE. 
I don't know if this is referring to my AdWords login, or to the client 
account I am trying to mutate. The batch program was trying to add 
exclusions to a handful of accounts, and they all failed.

I tried logging into the AdWords web UI using the same credentials that my 
batch program uses, and that was successful.

What does QuotaCheckError.ACCOUNT_INACCESSIBLE mean, and how can I get it 
fixed?
