The problem cleared up for me a couple of hours after I posted. This type of issue causes a bunch of operational headaches for my application since I can't get any keyword performance data for the account when it is in this pending forever mode. It happens very infrequently, however it would be nice to know if the Adwords folks acknowledge the issue and have an explanation for it, or if there is additional info that can be provided the next time it goes into this mode, such that it can be debugged on the Adwords back end.
