Hi Ziu, You have to enter the billing details to activate the AdWords API tokens and accept the AdWords API Terms and Conditions. If you haven't done this already, you can do it from your AdWords API MCC's Billing- >Billing Preference tab. Once you have entered the credit card details, you can use the API. Your credit card will be charged monthly based on your actual usage, and you can see the billing details from Billing->Billing Summary tab in your API MCC.
