Initially, the screenshot you shared contains only the campaign goals as
'Clicks' that's the reason we have suggested you to use the 'TARGET_SPEND' as a
bidding strategy. However, the current screenshot which you have provided
includes the 'Campaign Goal' and 'Target cost per click' field as well where
you are manually setting the target cost per click. In this scenario you
shouldn't use the 'targetSpend' instead you should use the 'targetCpc' as a
bidding strategy and you need to pass the 'targetCpcMicros' with some value.
This will allow you to create the demand gen campaign exactly as per your
screenshot. However, I am providing you the sample request body as per your
requirement:

scenario as per your screenshot from our end. I would suggest you to try
