Hi John,

The basic hierarchy of an AdWords account is as follows:

Campaigns
- Ad Groups
  - Ads
  - Criteria

If an entity is paused none of it's child entities will serve.  There
is no way in the API to look at an ad and determine if it is serving,
you'll need to look at both the ad group and campaign status to get
the full picture.
