Hello! We tested that in case of a Search campaign, we can use CampaignCriterion with UserInterestInfo for Affinity & In-market options to create Audiences at the Campaign Level, meanwhile, for Display campaigns we can use only AdGroupCriterion with UserInterestInfo for Affinity & In-market options to create Audiences at the Ad Group Level.
