Please note that you are comparing the number of operations visible in the UI to the number of records present in your CSV file. This comparison is not relevant as a single operation can contain more than one record. With regard to your concern regarding ‘populating’ status, kindly note that as per this document, it can take up to 24 hours for a list to be populated with members, you might see an In Progress status in the Google Ads UI if you upload to an audience list more frequently than once every 12 hours. For better match rates, please ensure to populate the consent object field while uploading customer lists. Starting on March 6, 2024 if consent is missing for EEA users, then the consent value is determined as not consented. Data from unconsented EEA users won't be processed and cannot be used for ad personalization using Customer Match. See FAQs and updates to consent mode for more details.
